But they answer different questions: annual cycle sees "what the external environment gives you this year"; minor cycle sees "what state you're in personally this year." Annual stem transformations are "heaven"; the minor cycle palace is "person" — right timing but wrong person still fails.
Minor cycle arrangement: start from Life at age one, clockwise for yang-male/yin-female, counterclockwise for yin-male/yang-female, one palace per year. E.g., yang-male with Life in Zi: age 1 in Zi, age 2 in Hai, age 3 in Xu... Which palace the minor cycle reaches is that year's personal theme. Difference from annual: annual sees stem transformations' effect on the whole chart; minor sees which palace you've walked into.

Check annual stem transformations — if they land in or aspect the minor palace, that field activates.
