It suggests that the palace they activate may move faster than usual, so scope, authority, timing, and available support matter more than speed alone.

Speed works best inside clear limits

Start by naming the annual palace and the real decision attached to it. Huo Xing may favor prompt action when the task is defined, one person has authority, and money or exposure has a firm ceiling.
